The week before last was spent integrating and rolling out the CVS
security errata changes, which bumped the log_accum changes.  The
needed changes to log_accum and related helper scripts have finally
been completed.

log_accum is now turned on for the emacs CVS repository.  Assuming
mails are sent out properly for the next day or two for the emacs
list, we'll go ahead and turn on the script for all repositories that
used log_accum in the past.

Continuing work is to turn on log_accum for all projects, assuming no
bugs are found with the emacs test list, and then work on hooking up
mailing list creation.
