Summary:  Make links to savannah help more explicit

Original Submission:  We receive a lot of support requests related to specific 
projects of Savannah.

While some people seem not to care where they send their support requests, I 
think are mislead by the way the links to Savannah help are presented.

I have in mind 2 links that we may change:
- "Get support" in the side bar, that people can believe is related to the 
currently displayed project, abeilt under "Savannah help"
- Link to Savannah hackers in the ViewCVS template.
