We first wondered whether we should create new projects while the
process is still not fully tested, and since it would be unfair for
non-GNU people if we create only internal projects at the moment.
The main role of Savannah is to support GNU packages.
We also support non-GNU packages as a way to do something extra,
but the extra job should not hold back the main job.
