Hi,
It works for me:
$ rsync rsync://dl.sv.gnu.org/
releases Download area
audio-video GNU and FSF audio and video repository
Maybe this is a problem in your network access?
What do you get with a telnet on port 873?
$ telnet dl.sv.gnu.org 873
Trying 199.232.41.75...
Connected to download.savannah.gnu.org.
