Please add copyright statement and license notice to the 'makefile' file.

Please add copyright statement to all files in './libutils' and './tools/'
directory (they contain license notice but no copyright statement).

Upload an updated archive to savannah to continue with the submission process
(using the form at the bottom of this page:
https://savannah.gnu.org/task/index.php?13711 ).
