Details:

We should allow people to assign their Copyright to FSFE for submitted
educational materials. In order to auto-generate FLA PDFs, it only needs an

 sed s/@NAME@/<Name of educational material>/

and a subsequent "pdflatex <fla.tex>".

The resulting PDF should then be offered for download or streamed to the user
and the user needs to receive instructions on how to proceed with this PDF,
see http://selfproject.eu/en/LEG/FLA where you also have a simple cover letter
at http://selfproject.eu/en/system/files/FLA-coverletter.pdf that people can
use to send their FLA to the FTF in Zurich.

The request (!) should be logged in the "Copyright history" (see
https://savannah.nongnu.org/bugs/?23104) of the learning object. 

This hooks into the "Copyright" field front end for all learning materials.
