People should have the option to assign copyright on their educational
materials when submitting it. The ticket above is about the back end part for
FLA generation. This also needs to be reflected in the front end. Please
change the current Copyright text field in the following way.

By default, we assume that they have the Copyright in what they submit -- so
there are two scenarios:

 a) user has copyright
 b) user submits foreign material

and a "user wants to file FLA" flag.

So please make the text box for Copyright have the user's real name  (with
login name in "<>") as default. Below there should be a check-box that says

  "Assignment FSFE as fiduciary for this material. [more info]"

with "[more info]" pointing to http://selfproject.eu/LEG/FLA

If the checkbox is activated, the form should generate the PDF for the user
and provide it for download along with instructions on how to proceed, which
boil down to

  * Print two copies of the FLA
  * Fill out personal details and sign
  * Send to FSFE's FTF in Zürich, Switzerland

and for step three there is a PDF coverletter available at
http://selfproject.eu/en/system/files/FLA-coverletter.pdf to simplify things
that people should be offered.
