[Simulavr-devel] regression test system

Hi,

Here's my first cut at a regression system. It still needs work, but it's
a start. It only has one test so far (NOP) thus it's not very exciting,
but the overall framework is mostly complete.

If the general concensus is that this is mostly good, I will check it in
to cvs and we can go from there.
