Unfortunately I never really had a chance to complete this functionality.
There is a subscriber plugin, but it only at present supports a single
provider instance.

There is actually a lot of internal routing infrastructure tied to provider
already in sipwitch.  It is possible for sipwitch to add and remove routes
based on provider/gateway registrations, so for example, if you had a global
provider, and a private gateway in greece, all the greek destinations would
route to the private gateway when the gateway is "up".  There is even priority
mapping for routes, which is how in theory sipwitch could do things like
least-cost-routing, and routes can also be restricted by user toll restrict
levels, which all behaves very like traditional key system/pbx type
functionality. Unfortunately, without provider support itself, most of that
functionality just does not presently get used.

During the next major release cycle, unless something changes with time
availability, I am likely only going to find time to complete exosip2 4.0
related changes to support contexts and concurrent protocols, so we can do sip
tcp/udp and sips all simultaneously.
