Port 11370 is the recon port. gpg and other clients use port 11371.

Add port 11371 to your router config

Try sending the key using your local IP address, eg

    gpg --keyserver 192.168.0.4 --send-key 0xDecafBad

If that works then it's the router not forwarding which is the problem
