I would just say that the path to make is not included in the default
path. /H/Swarm is the path to swarm, not a qualification; it's to the
left of the $ prompt. So, the thing would be to write something like

export PATH=$PATH:/gnu/cygwin32/B19/bin

or whatever path to cygwin binaries are available...

PS: Have you got an idea of when gcc 2.8 will be available for cygwin?
Or has anyone tried to compile Swarm with egcs for Windows, be it
mgwin32 or the CygWin native version?
