The first thing to do is to get /etc/passwd accessible without
drive qualification.  You can do this either by moving the /etc
directory to the drive that `mount' reports as /, or by using
mount to add /etc as a path.

I'm not sure what the cause of the wait problem is, but it seems 
to be specific to Win95 (doesn't happen on NT).  I'd suggest
replacing cygwinb19.dll (found in the toplevel Swarm directory) 
from Cygnus and see if that helps.
