The environment CYGFS is set as a part of the Swarm install. With NT,
the setting will be available without a reboot. With 95/98, a reboot
will be required.
W.r.t. Emacs, I can't think why a recursive copy wouldn't work, but
you might try untarring from the Emacs tar files on the CD-ROM in
arc/w32/Emacs.
