Swarm install on Windows NT

Along with the system administrator we tried installing Swarm on Windows 
NT.  Enverything seemed to be going fine but when I try to start the 
program I get the following:

Administrator//.bash_login: Permission denied
"C:/Programs/cygnus/cygwin-b20/H-i586-cygwin32/bin/bash.exe"-2.02$

What's the problem here.
