It's not well specified.  Chances are the problem you are encountering
is due to some missing initialization in TkInterp that would otherwise
be in wish8.0. Another possibility is that there is some namespace
that isn't imported.  

Note that TkInterp is just a means for implementing the gui protocol,
If you want a file selection box feature to continue working in Swarm,
the thing to do is to develop some patches to tkobjc and add to he gui
protocol.
