Installing gcc and other packages

Hi,

I just upgraded to gcc 2.95.1.

My question is: do I need to recompile the 
packages (like tcl tk libffi, etc) that
were installed earlier and compiled with
earlier version of gcc?
What is the general rule of thumb?
