That says to me that somehow the linker is missing -lcygwin.
Are you compiling this all from scratch in the Swarm terminal?
Could you capture the full compilation in an Emacs shell (M-x shell) and
post it?   (I'm away from a Windows environment in which I can test different
hypotheses about how you might get in this situation.)
