Because Tk is not a good long term solution for a Java-oriented Swarm
front end. If new users get dependent on old ad-hoc Swarm interfaces
(in spite of calling them from Java), then technical progress on
Swarm is inhibited.
Put another way, I'd rather answers questions about AWT/Swing, than
Tcl/Tk. :-)
