ANNOUNCE: fcmp: safer floating-point comparison

From: Theodore C. Belding

[This issue has come up a few times on this list. -Ted]

It is generally not wise to compare two floating-point values for exact
equality, for example using the C == operator. The fcmp package implements
Knuth's suggestions for safer floating-point comparison operators as a C
function.

The first public release, fcmp 1.0.1, is now available at
http://download.sourceforge.net/fcmp/fcmp-1.0.1.tar.gz

The README file from the release is available online at:
ftp://fcmp.sourceforge.net/pub/fcmp/README-1.0.1.txt

The fcmp homepage is at:
http://fcmp.sourceforge.net/
