If you put this in your ~/.emacs_custom, it should work with JDK 1.3
with Windows 98 or 2000:

(setq *use-jdk* t)

(custom-set-variables
 '(jde-db-debugger (quote ("c:\\jdk1.3\\bin\\jdb" . "Executable")))
 '(jde-db-set-initial-breakpoint nil))
