The first step is to adapt the XPCOM support in Swarm to MSCOM. 
I would guess that would take me about a month.  It could be done in
three different ways (enhance XPCOM, a variant COM target in Swarm, or
an adaptor of some kind).

The next step is to acquire a copy of ArcInfo 8, including the ArcObjects
documentation.

Finally, we'd want to figure out what kinds of things you'd want to do
and start writing demos that used the appropriate features in ArcObjects.

If we started now, depending on the approach taken to supporting
MSCOM, the Swarm model would probably either need to be JavaScript or
C++.  If we started later (a few months), then the IMA approach would
be preferable (XML model description).

ArcObjects *is* ArcInfo 8.  All the features are exposed to COM --
Geodatabase, raster maps, vector maps, visualization features, etc.
