Tried 09-06, and I get the following whilst running the configuration script:

checking for JDK... configure: error: Please use --with-jdkdir to specify 
location of JDK.

... yet I ran the configuration script like this:

1. Create a file called dot-slash-configure.csh containing the following line:

env EMACS=/software/emacs/emacs-20.6/bin/emacs ./configure 
--with-defaultdir=/software/swarm/swarm-2.1.1/needed 
--with-jdkdir=/software/java/j2sdk1.3.3_01/j2se 
--with-xpmdir=/software/xpm/xpm-3.4k --enable-shared 
--prefix=/software/swarm/swarm-2.1.1/swarm --with-gnu-ld

2. Run the file from csh with source dot-slash-configure.csh

A listing of the j2sdk dir gives this (in case I have specified the wrong 
top-level dir):

% ls /software/java/j2sdk1.3.1_01/j2se
COPYRIGHT     README        bin/          jre/          man/
LICENSE       README.html   include/      lib/          src.jar
