Swarm-2.2 wth latest cygwin

I tried to do a fresh install of the Swarm-2,2-pretest binaries on a
Win98 that has no existing Swarm before. I installed the latest Cygwin
as recommended. However, I get the error message that no Obj-C compiler
is installed on the system upon trying to compile Heatbugs for the first
time.

Does Cygwin not contain an Obj-C compiler?
