Cygwin is required for the Swarm 2.2 pretests. Cygwin is available from
http://www.cygwin.com. Be sure to install the development tools and the
PNG library. Then untar the pretest and make a /Swarm-2.2 mount for
the top of the tree (e.g. "mount 'c:\Swarm-2.2' /Swarm-2.2") and ensure
that /Swarm-2.2/bin is at the front of the PATH.
