Try switching to the latest Swarm 2.2 pretest (installing Cygwin).
Swarm 2.1.1 is ancient.
One possible cause might be spaces in your /Swarm-2.1.1 install
location pathname. Running `javaswarm' by itself will print out the
environment it will use, and might provide some clues.
