A couple of suggestions:
1.  Check the contents os tclConfig.sh in /sw/lib.  Does it look right.
2.  Is this the latest code from the cvs?  There should be a test for 
tclsh8.4 and you should have had a message about that even if it failed. 
Previous to my recent patches, configure would look for tcl8.3 first and 
find the standard MacOS version, which has no tk, and ignore tcl 8.4 even 
though its directory was specified.
2a. If it is the latest code rerun autogen.sh to rebuild the configure 
scripts.
3.  Ditch Fink.  You don't need it.  Tcl/Tk compile perfectly happily from 
standard sources.  Fink put /sw/... up the front of your paths and this 
means you may not be using the standard MacOS versions of utilities.
