I hate to say this, but the instructions under the "Installation Guide" on
http://jdee.sunsite.dk/
are as good as any free software instructions I have ever seen. Try
harder to read them.
You can install the files wherever you want, under /usr/share/emacs/
/usr/share/emacs/site-lisp
if you have root access, or follow the example in their installation
guide and put them in your home directory ~
