(This is a bit off-topic, but possibly helpful to the original
poster, who apparently could not execute some programs in
/usr/bin, I think.)

In the latest release of the core cygwin dll, I saw notes
that they were making some permission changes.

This note in particular struck my eye

- For mkgroup, On Win95 change the group name from "unknown" to "all".
 (Pierre Humblet)

as Pierre told me, in discussions with me as we were working
permission problems with cygwin install recently (a few months ago,
now ?), that he believed the fix was to change the group used
during installation. (Altho, we were not then discussing Win9x,
and I just noticed that that note says Win95. Hm.)

That is, the simplest answer to fixing a cygwin permission problem
might be, if you installed *not* as a local administrator, to
 - delete your entire cygwin installation
 - log in as a local Administrator
 - install freshly

Alternatively, you may be able to get away with a simple chgrp
if you're comfortable with UNIX permissions and ntsec on cygwin
(altho in this case you probably don't need my advice).


I followed that procedure, and it solved some of my execution
problems (others are related to a flaw in -x and ntsec and
symbol links, and the latest announcement hints that they
may have taken a shot at that as well).
