Is the StartRuraltourism entry point in the -classpath shown in that dialog? It seems fishy that "/java" is tacked on the end of that NoClassDefFoundError. Also you'll eventually need the Swarm directory that has javaswarm.dll in the path of JBuilder. You'll just have to fiddle with JBuilder to find out how that's done.
