This might be true. The problem goes away if you
run TeXmacs as root.

On the other hand this problem is widespread. I
can exhibit it on 3 machines using three different GNU/Linux
distributions:

Suse 9.2
Debian testing
Red Hat 7.3

This is with TeXmacs 1.0.4.5 compiled from source, not
whatever TeXmacs is included in the distribution, and
the distributed tetex.

Running texmacs -V then exhibiting the bug gives the
following output (under Suse 9.2):

$ texmacs -V
