[Vrs-development] Some meeting results

There's been a lot a talk accomplished so far, much of
it productive.

One important VRS idea has emerged, the usefulness of
a freestanding Services Manager.  That would
essentially be the Services Manager without the rest
of the LDS.

This can be used by individuals to offer the same
netservices as the VRS when a single machine is
adequate for the load.  

This might also help people undesratand the function
of the VRS.  Do it yourself, till you need more
resources, then expand into a VRS.
