[Vrs-development] Skills Request

This is not a request to ask people to flaunt their technical prowess!

We need a catalogue of who has skills in what.

Because:

a) Other members need to know who to turn to for advice
b) Bill and I need to know who's available to do what in the project.
c) We won't know what skills we're lacking in the project.

So out goes the call!
