Okay using some made up numbers:

Simply because if only 10% of a web site happens to be
dynamic, why prevent the other 90% from being distributed?
If the local LDS that supports the dynamic 10% goes
away, the other 90% is still available and can still serve
requests (presuming that this 90% doesn't at some
point need to reference something in the missing 10%).

This may be way way way over the top, but at this stage
id rather dump everything on the table and throw away the
trash.
