Summary:  allow unit filters to filter for leaders

Original Submission:  Sometimes it is useful to be able to filter on whether a 
unit is a leader; for example if there are two enemy leaders, and the scenario 
designer wishes whichever of them is left alive to speak to the player.  This 
patch adds a can_recruit= attribute to the standard unit filter.  It also adds 
an test / example of its use to scenario-test.cfg
