Summary:  Make mouse cursor position map to hexes correctly

Original Submission:  Currently, the map hex that the mouse cursor is in is 
computed using rectangular regions rather than hexagonal regions.  This means 
that if the mouse is near the corners of a map hex, the incorrect hex is 
highlighted (and selected on click).  This patch implements true hexagonal 
region detection.
