I can partially confirm it with xforms-git version.

valslider doesn't seem to break here.

Indeed I've noticed scrollbar breaks not only using the topmost item
type (as you said) but with other types, too:
VERT_THIN_SCROLLBAR + Cancel
HOR_THIN_SCROLLBAR + Cancel
VERT_NICE_SCROLLBAR + Cancel
etc....
