Most probably, all the docs for hooking up your rig to the computer 
will be in your icom manual.

The safest way to test hamlib with your ic706, is to use rigctl,
which was installed with hamlib. You will have to do some reading
I guess. I don't really know if your rig is fully supported by
hamlib, best way to find out is the hamlib homepage.

You could do some tests like:
rigctl --list (see which number your rig has)
rigctl -m <rignr>, then hit 'f' to see if you can read the frequency.
