I'm not sure I understand your question, but my guess is that
http://www.gnu.org/software/auctex/manual/auctex/Installation-under-MS-Windows.html#Installation-under-MS-Windows
will cover it.
FWIW, when I was using MS Windows, I installed AUCTeX via a emacs+auctex
bundle (which is also how I came to emacs, btw). I can't find it on the
website -- I guess it is not produced anymore.
