[avr-libc-dev] Various pre-1.2 last-minute fixes

I just committed the attached patch.

Note in particular that doc/TODO mentioned that we ought to move
<avr/ina90.h> and <avr/twi.h> to <compat/...>, so I just did this,
too.

While I documented <avr/parity.h>, I did not yet move that into any
kind of example directory as doc/TODO suggests.  We might discuss
the future of this file next year I think.
