Note that SVE is not itegrated into the main ARM ARM yet. See
https://developer.arm.com/docs/ddi0584/latest/arm-architecture-reference-manual-supplement-the-scalable-vector-extension-sve-for-armv8-a
from which you can get a zip file, which contains html.
Then, within DDI0584A_d_SVE/SVE_xml/xhtml/ldff1b_z_p_br.html,
is the quote
<Xm> Is the optional 64-bit name of the general-purpose offset
register, defaulting to XZR, encoded in the "Rm" field.
