[bug-gettext] about libintl shared lib

Hey

I would like to distribute the DLL of libintl. When compiling the 
sources,I see 2 libintl dll, one in gettext-runtime/intl/.libs and in 
gettext-tools/intl/.libs

What is the difference of these 2 DLL ?
Which one should I distribute ?
