then, it's the one in gettext-tools and not in gettext-runtime. That's why 
I asked (see also below another reason of my question)

the files in .libs are the dll. These are which are installed by the 
"install" target

anyway, my case is a bit special. I have to get the dll just after 
compilation, and not after installation.
