I don't understand what you mean. Can you please describe in more detail:

1) What is the problem to be solved / goal to be achieved?

2) Have you investigated whether this goal can be achieved by use of
   the existing PO file manipulation programs (msgcat, msgcomm, msgattrib,
   etc.)?

3) In the way you imagine it: What does the programmer do differently than
   described in the documentation? What does the translator do differently?
