Follow-up Comment #2:

You apparently don't have GNU libiconv installed, or are not using the
configure option '--with-libiconv-prefix'.

The dependency to GNU libiconv is documented in the DEPENDENCIES file, and the
INSTALL file says: "Before starting the installation, install the
prerequisites listed in the file DEPENDENCIES."
