Individually; the Web site for such a classifier would obviously need
user accounts. One could use the service anonymously and perhaps take
advantage of the ratings, but the aforementioned fine-tuning could
only be done by logged-in people.

I agree.

It might be useful to point out to users what the ``average'' rankings
(or whatever) of the articles are, just in case their
personally-adjusted one is way out of whack.
