And if they can't, take their submissions in anyway.  Mark these
as unmoderated in such a way that classifiers can understand it.
If at some point in the future we find out for sure that the
submission was spam or binary bomb or something like that, we
remove it provided there are no references to it.

This should work because authors generally don't link to what
they don't understand; if they did understand the bad article
they would know it it's not worth linking to.

A classifier would perhaps give less importance to unmoderated
articles, or mark refernces to it as unmoderated, etc..  In any
case the classifier should be able to automatically understand
that the article is unmoderated.  We could do this by setting a
flag somewhere, possibly in a metadata db.
