Is the build known to be broken at the moment? I got this on Cygwin

No. It's not broken. However there are issues when building on
non-GNU systems. One problem is, it's known not to work when not using
GNU make. There may be other minor build problems too. You will need
to exercise extra patience when building from CVS, especially on non
GNU platforms.
./configure: line 11450: syntax error near unexpected token `GTK,'
./configure: line 11450: ` PKG_CHECK_MODULES(GTK, gtk+-2.0 >= 2.6.0)'
This is because you don't have pkg.m4 on your system where you ran
"make -f Smake". I would recommend building on GNU/Linux, running
"make dist", then copying the tarball to the target platform.
However, you may be able to get around this particular problem by
running configure as "./configure --without-gui"
