Huh? Where does this come from? Do you have inttypes-pri.m4 serial 3?
(If you are also using autopoint, you need to make sure the files gotten
from autopoint get overwritten by those from gnulib-tool.)
It sets PRI_MACROS_BROKEN always to 0 or 1, never to empty. ???
