Very likely.  I don't know who made the patches.
(I became the maintainer only a little while ago.)

I don't have anything myself beyond what's on ftp.gnu.org.  You could
ask address@hidden, he might have some stuff squirreled away; I know he
had something to do with past releases, although exactly who did what
was never made clear.
