Well, this means the console is working as expected. Even more so, the
terminal info defines F5 as this (the function keys and other stuff is
identical in screen and the native console). Even more so, because screen
can correctly translate F5, this bug must be in mc.
You might try to run in the normal console:
TERM=screen mc
and see if fucntion keys then work.
